I received my brim cutter, read the instructions and noticed the cutting blade came in the down position. The instructions say the blade should raise up into the housing when the handle is raised, but that doesn't happen. Is it a factor defect, I don't want to keep it if that is not the way it was intended to operate.*Update.After I realized the handle has to manually get pulled up into the housing to clear the space for the brim. Then you lower it and lock it in place to start the cutting. I just didn't assessed close enough and didn't want to damage the cutter to avoid not getting a refund.I haven't used it yet, but feel pretty good about it now.
